"Burn upon their brows, o splendrous serpent!".

What is this sentence about?
2.19 They shall rejoice, our chosen: who sorroweth is not of us.

2.21 We have nothing with the outcast and the unfit: let them die in their misery. For they feel not. Compassion is the vice of kings: stamp down the wretched & the weak: this is the law of the strong: this is our law and the joy of the world.

Maybe? :P "Stooping starlight" is a beautiful phrase.

Is it a kundalini heat reference?

Kundalini is the reaction within the body to lots of breath restriction. The aim is heat and heat and perspiration. It is associated with a serpent.

Simply enjoy the heat. Do not go looking for serpents, for they are stealthy and like to strike from the unawares. ;)
